The Kentucky Arts Council is a state agency in the Tourism Arts and Heritage Cabinet. As the state arts agency, it was established by executive order of Governor Edward T. Breathittt, Jr. in 1965 and legislated by the Kentucky General Assembly to “develop and promote a broadly conceived state policy of support for the arts in Kentucky.” The authority of the arts council is vested in a 16-member volunteer citizen board appointed in rotating terms by the Governor. Funding is provided by the General Assembly and the National Endowment for the Arts.

The Kentucky Arts Council creates opportunities for Kentuckians to value, benefit from and participate in the arts. The agency facilitates the delivery of the arts throughout the commonwealth through matching grants, arts marketing programs, awards, events and services. Major areas of emphasis are: operational support for arts organizations, individual artist recognition and professional development, arts in education, community arts support and marketing and promotion of Kentucky arts products in regional, national and international markets.

The Kentucky Arts Council also supports the conservation of folk traditions and art forms through the Kentucky Folklife Program, an interagency program of the Kentucky Arts Council and the Kentucky Historical Society.

Constituents and partners include individuals, non-profit organizations, schools, libraries, community-service agencies, businesses, colleges and universities and local governments. Kentucky Arts Council's support for the arts, across disciplines and throughout the state, acts as a catalyst in developing vibrant and cohesive Kentucky communities, strengthening education, enhancing economic and tourism development and enriching life in Kentucky.
